1. Origin of the cadastre concept
The concept of cadastre has existed for centuries. It dates back to the first recognition of private property. A cadastre has two primary functions:
To establish the taxation units for the state.
To provide a titleholder with the security that there will not be more than one owner for the same right.
Both principles remain valid today. The first known “land - cadastre” dates back to 3000 years BC (during the Egyptian culture). The first “mining cadastre” dates back to 500 years BC during the Greek culture. By this period, the principle of "first come, first served" had already been accepted.
